Victorian Standing Offer Rates
There are two types of energy contracts available in the Victorian energy market for domestic and small business customers
Standing contract
A standing contract is a basic contract you may be in if you have moved premises and have not negotiated a market contract. From 1 January 2009, all retailers will have a standing offer for residential customers and small business customers. A retailer must offer this standing contract to you if they have responsibility for the premises that you move into and you have not been offered a market contract by another retailer. In most cases, this will be because that retailer supplied the previous occupant of the premises. The rates for this standing contract are set by the retailer, and the other contract terms are approved by the Commission.

Market contract
This is an agreement negotiated between you and a retailer which may offer you a
better price (or some other benefit) than a standing contract. You may save money
on your energy bills by moving to a market contract.
